15A NCAC 02Q .0308 (a) The Director may: (1) (2) (3) FINAL ACTION ON PERMIT APPLICATIONS issue a permit, permit modification, or a renewal containing the conditions necessary to carry out the purposes of G.S. 143, Article 21B; rescind a permit upon request by the permittee; deny a permit application when necessary to carry out the purposes of G.S. 143, Article 21B. (b) Any person whose application for a permit, permit modification, renewal or letter requesting change in name or ownership, construction or test date, or reporting procedure, is denied or is granted subject to conditions which are unacceptable to him shall have the right to appeal the Director's decision under Article 3 of G.S. 150B. The person shall have 30 days following receipt of the notice of the Director's decision on the application or permit in which to appeal the Director's decision. The permit becomes final if the applicant does not contest the permit within this 30-day period. (c) The Director shall issue or renew a permit for a period of time that the Director considers reasonable, but such period shall not exceed five years.
